Secure Act 2.0 considerations for year 2026 within eCMS

Mandatory Roth Catch-Up Contributions for high earners, please understand that this will be a manual set up that will need to be identified and set up for these higher wage earners. Here is a summary of SECURE 2.0 Act for year 2026 and the manual requirement within eCMS to make those adjustments for high earners. Catch-up contribution limits for 2026 are subject to annual adjustments by the IRS. Based on projections and the SECURE 2.0 Act, here’s what to expect:  Catch-up contributions for individuals aged 50 and over (standard)

Expected Limit: Projections anticipate the standard catch-up contribution limit for individuals age 50 and over to increase to $8,000 in 2026. This is an additional contribution on top of the regular 401(k) contribution limit, which is projected to be $24,500 in 2026. Therefore, the total possible contribution for those aged 50+ would be $32,500 ($24,500 + $8,000).  Catch-up contributions for individuals aged 60-63 (enhanced) The SECURE 2.0 Act introduced an enhanced catch-up contribution limit for individuals aged 60, 61, 62, and 63.

Expected Limit: This enhanced limit is projected to remain at $11,250 in 2026, though it will be indexed for inflation starting that year. This enhanced catch-up is optional for retirement plans, and employers are not required to offer it. If your plan allows it, the total possible contribution for this age group would be $35,750 ($24,500 regular limit + $11,250 enhanced catch-up). 

Mandatory Roth Catch-Up Contributions for high earners Starting in 2026, individuals who earned $145,000 or more in FICA wages in the preceding year (2025 in this case) must make any catch-up contributions (both standard and enhanced) to a Roth plan, such as a Roth 401(k). This means these contributions are made with after-tax dollars, not pre-tax. If a plan doesn’t offer a Roth option and a high earner falls under this rule, they will not be able to make catch-up contributions at all. This rule was originally set to begin in 2024 but was delayed by the IRS until 2026 to allow time for plan sponsors and payroll providers to adjust their systems. The $145,000 income threshold will be indexed for inflation in future years. 

Important Notes: Consult official IRS website for specific clarification. Consult with your plan administrator or a financial advisor to determine the specific rules and limits applicable to your situation. Understanding these changes is crucial for planning your retirement savings strategy, especially if you are age 50 or over or a high-income earner.  Within eCMS for high earners you will need to manually enroll them into the Roth catch up category at the beginning of the year.  If Roth option is not available within the Plan, then they will not be able to make catch-up contributions at all.  

eCMS v.4.2 Fix Pack 3 Hot Fix 311 (HF311) is now available for Production and Test Environments.

Hot Fix 311 (HF311) is now available for both Production and Test Environments that are currently at
eCMS v.4.2 Fix Pack 3 Hot Fix 308 (HF308) or eCMS v.4.2 Fix Pack 3 Hot Fix 309 (HF309).

HF311 was created to deliver changes for Certified Payroll – Davis Bacon format. It also includes other selected changes that allow HF311 to be delivered to both HF308 and HF309 environments.

HF311 does NOT require a dedicated eCMS environment for delivery providing that all users are out of the Payroll Application. The delivery takes less than 5 minutes to complete.
HF311 does require that eCMS go through nightly processing for all changes to take effect.

For hosted customers:
The Software Delivery Team will be contacting you regarding the scheduling of your Production and Test environment upgrade. If the date selected does not work out for you, please let us know.
You may also submit a ticket requesting the installation of eCMS v.4.2 Fix Pack 3 – Hot Fix 311.

For non-hosted customers:
Please submit a ticket requesting the installation of eCMS v.4.2 Fix Pack 3 – Hot Fix 311 into your Production and Test Environments.

NYS 45 Quarterly CSV File Available for Installation

Dear Valued Customer,

The programming for a new IDI menu option for NYS 45 Quarterly CSV File has been completed. A member of the Software Delivery Team will be contacting you for delivery. You will find attached a summary of the new process to create the quarterly file. After the programs have been delivered and you need additional help, please create a new on-line incident to request additional assistance and Application Support will reach out to you.

QTRLY 2025 NYS NY-45 Mag Media File

Dear Valued Customer,

For customers that do business in the State of New York, we have completed the programming for bulk filing of NYS 45 file. Bulk filing is required if you are submitting for 10 or more companies. This requires that you have an established Agent ID number. Also included in this email is the required set up for the Local Master files for the locals used with the State of New York.

We request that you immediately create an on-line incident if you require bulk filing so that our Software Delivery Team can contract you to send you the required programs.

For those that do not require bulk filing, we are creating a new menu option for an IDI that will create the NYS 45 file in CSV format. This IDI is not finished but we are working furiously to complete it. We will email another communication once the new menu option is ready for delivery.

The required set up in the Local Master is necessary for both Bulk and IDI/CSV filing methods.

The Local Master will now identify these locals for QUARTLY processing

Local Master              PR > Maintenance 1 > Local Master

Locals are associated to the appropriate state, but the Local Numbers are user defined. The Local Tax ID will be used to identify each of these 3 locals.  The Local Tax ID field must be exactly as displayed below.

New York City Local Tax ID:  NYC



New York Yonkers Residence Local Tax ID:  NYYR

New York Yonkers Non-Residence Local Tax ID:  NYYNR

If realize you did not update the Local Tax ID(s) before creating the file.  You can up update the fields and re-create the file.

SOC 1 and SOC 2 Audits

Computer Guidance Corporation has successfully passed the SOC 1 Type II and SOC 2 Type II Audits for its cloud hosting systems, services, and associated processes, and has received its annual System and Organization Control (SOC) SOC 1 and SOC 2 attestation engagement reports for the eCMS Hosting Service system that was designed and implemented throughout the period January 1, 2024, to December 31, 2024.

Assurance was provided by CliftonLarsonAllen, LLP in accordance with the Attestation Standards Established by the American Institute of Certified Public Accountants. The Audit Reports are available upon request.

Dear Valued Customer,

You are receiving this email because you do business in the State of New York and are required to submit the new NYS 45 quarterly file. We are in the final stages of testing the program changes for the new required file and will be sending a test e-file to the State of New York for approval. The program changes were made in EFW2 format in order to allow for bulk filing (multiple companies) rather than CSV format.

You are required to be at HF309 in order to receive the new program changes. If you are an enterprise customer (non-hosted), please go on-line and submit a ticket to upgrade to HF309 as soon as possible. If you are a hosted customer, you will be notified by the Software Delivery Team, and they will request permission to install HF309. When program changes for NYS 45 file are completed, you will be notified, and we will request permission to send you the family of programs.

Please contact the State of New York to see if you will be required to send a test file for approval.
